摘要:英文专著《Water resources management of People’s Republic of China》(中国水资源管理)由Springer出版社出版,共19章,约30万字。专著首先介绍了我国的水资源及其开发利用问题,分析了我国水资源管理制度体系、管理体制和流域管理框架;然后,对我国水资源管理的专门问题进行了分析和讨论,包括水量分配和调度、水权制度、水价、地下水管理和水质管理等。在专题讨论以后,专著对近20年我国水资源管理改革和创新进行了分析,包括再生水利用、最严格水资源管理制度和三条红线、城乡水务一体化管理、水资源资产改革和河(湖)长制等。专著还研究了我国各地的水资源管理改革实践,如北京和上海的水务体制改革、北方农业用水管理、黄河流域水量分配和调度、椒江流域生态流量界定和管理等。在最后一部分,专著分析了气候变化对我国水文水资源的影响,并对我国水资源管理政策的发展进行了回顾和展望。
